The Bureau of the FIFA Council decided, on Friday, December 11, 2020, to appoint a standardization commission to temporarily take the reins of the Haitian Football Federation (FHF). This decision comes following the lifetime ban of Yves Jean-Bart dit Dadou from football-related activities for sexual assault on minors.
Croix-des-Bouquets, December 11, 2020._ FIFA announced on Friday in a press release the imminent appointment of a standardization commission at the head of the parent body of the country’s sport. This decision was taken less than a month after Yves Jean-Bart was suspended for life from all football-related activities following charges for rape of minors at the RANCH of Croix-des-Bouquets.
According to the FIFA note, this decision follows the recent opening of various ethical investigations against the president of the FHF, Yves Jean-Bart, as well as other officials of the FHF, for their involvement in acts of systematic sexual abuse of female football players, including minors.
“In this regard, the Bureau says it takes note that if some of these officials have already been provisionally banned and that Mr. Jean-Bart is banned for life by the independent ethics committee on November 18, 2020. Multiple sources have stated that ‘he has had continued interference from the suspended president of the FHF and his associates who seek to prevent and / or discourage victims and witnesses from testifying in ongoing investigations ”, deplores the office.
It is also noted that the failures of governance structures that have facilitated the abuse of power within the FHF are serious and deeply rooted. According to FIFA, a long process of reform of the FHF is now necessary.
In view of these circumstances, the Bureau is of the opinion that it is very difficult for the FHF to carry out its operations and that FIFA must now appoint a standardization commission, which will also ensure that the ongoing ethical investigations continue unhindered.
According to the statement, the mandate of the standards committee will include the following tasks:
“Manage the day-to-day affairs of the FHF, Examine the FHF Statutes and ensure their compliance with the FIFA Statutes and requirements, Organize and conduct the elections of a new FHF Executive Committee on the basis of new FHF Statutes, ensure a good financial handover to the new FHF Executive Committee ” , are among others the tasks that will be entrusted to the commission.
The standardization committee will be composed of members who will be jointly appointed by FIFA and Concacaf All members of the standardization committee will be subject to an eligibility check carried out by the FIFA examination committee in accordance with the governance regulations. of FIFA.
The committee will serve as an electoral committee and none of its members will be eligible for positions to be filled in the elections, and its term will expire on November 30, 2022.
