France and Portugal appeared in the 1950 World Cup Qualifiers. However, both failed to qualify. Portugal was eliminated by Spain, while France was kicked out by Yugoslavia.

However, Scotland and Turkey, who had already booked their place in the 1950 World Cup, suddenly withdrew. Scotland withdrew because they did not accept only finishing second in qualifying behind England.

While Turkey, did not have the money to fly to Brazil as the host of the 1950 World Cup. As a result, Portugal and France were offered FIFA to replace Scotland and Turkey, but the offer was rejected by both countries.
