The only two who agreed were Villarejo and the former president of the Private Bank of Andorra (BPA) Higini Cierco The ex-commissioner attended and affirmed that the ‘Catalonia operation’ was designed in the presidency of the Government of Rajoy and controlled by the ex-vice president Soraya Sáenz de Santamaría.
