Questioning the Management Costs of Accompanied Minors in Piacenza: A Closer Look at Expenses and Contracts

The assignment of the management service for accompanied minors to a third party costs the Municipality of Piacenza over 500,000.00 euros for just six months (it exceeds 1 million euros if an extension is decided) and, nevertheless, it seems that the Municipality will disburse other sums of money for foreign minors, in addition to those foreseen in the tender specifications.

This, together with others, is the topic being questioned by Sara Soresi, group leader of the Brothers of Italy in the City Council, who – following a series of accesses to documents carried out in recent weeks – has tried to reconstruct the methods and expenses of management of unaccompanied foreign minors.

There are basically three, for now – states the group leader – the issues on which I decided to focus in the question.

First of all, from the result of the access to the documents, it emerges that – to date – the Municipality of Piacenza has paid out to the third operator a sum equal to Euro 253,813.00 for just three months and that – nevertheless – further sums of money, despite the fact that the procurement contract expressly provides that the consideration due by the Administration is to be understood as inclusive of all charges directly or indirectly connected to the execution of the contract.

In short: the Municipality already spends, and not a little, for the management of foreign minors by third parties. Now we learn that even further expenses are incurred, in addition to those already foreseen in favor of the third party who must manage these minors. From access to the documents, we learn that these additional expenses would have been incurred in reference to three macro-areas: 1) clothing expenses, 2) drug expenses, 3) transport expenses. However – observes Soresi – two of these macro-areas are already included in the procurement contract, for which the Municipality of Piacenza has committed the expenditure – in favor of Ciesse – of Euro 523,380.00 for six months (and Euro 1,046,760.00 in the case of extension).

Not to mention that, in reference to transport costs, it must be underlined that the Municipality of Piacenza – in addition to the costs relating to the tender specifications – already bears the payment of the fines imposed on unaccompanied foreign minors who are caught without a regular ticket on board the city ​​buses”.

Contract beyond the deadline

The second point under question – continues the Parent Company – concerns the timing relating to the signing of the procurement contract: the awarding of the services the first temporary reception took place in October 2023 and, again in October, the service delivery report was signed on an urgent basis, pending the signing of the contract.

Nevertheless – observes the Councilor of the Brothers of Italy – the procurement contract appears to have been signed only on 22 February 2024, curiously the day after I accessed the documents (dated 21 February 2024) in which I asked for the transmission of the signed procurement contract. The contract, among other things, appears to have been signed well after the deadline of 60 days from the award, as required by the Procurement Code”.

The controls

The last subject of the Parent Company’s question is that relating to controls.

I think the controls are one aspect not secondary – adds Soresi – considering that, among other things, the procurement contract provides that the Municipality of Piacenza can carry out, at any time and without notice, control interventions on the methods of carrying out the service to verify that the execution of the service takes place in accordance with the provisions of the Specifications and legal regulations. Furthermore, the issue of unaccompanied minors is more current than ever: many inhabitants of the Bivio district have presented a collection of signatures to report obvious problems of decorum and safety in the area and last February the Piacenza Police Headquarters applied 45 Daspos against of young people, including some unaccompanied foreign minors, guests of the Petit Hotel”.

For all these reasons, the Parent Company presented a question asking:

  • the reason why the municipal administration faced additional expenses in addition to those already incurred under the procurement contract;
  • the reason why the Administration did not respect the 60-day deadline set by the Procurement Code for signing the procurement contract and this occurred 121 days later, on 22 February 2024, i.e. the day following the request for access in the documents presented by Soresi on 21 February 2024;
  • whether the additional sums of money are delivered directly into the hands of the minors or whether, instead, the Administration is responsible for purchasing what is necessary, then subsequently delivering it to them;
  • whether the Municipal Administration has carried out the checks envisaged by the procurement contract and, if so, on which date said checks took place as well as the outcome of the same.
