Gravina in the Chamber: “The government supervisory commission violates the autonomy of sport, a warning from UEFA and FIFA to go back” – Football

“Yesterday a very severe email arrived from UEFA and FIFAin which they invite us to put pressure on the government authority to go back on this provision which violates the autonomy of sport”. Thus the president of the FIGC Gabriele Gravina during the hearing before the Chamber Culture Committee on the Sports, School and Research Decree, regarding the creation of theagency for the economic and financial supervision of professional sports clubs desired by the Government.

“Covisoc has more stringent rules”

“The Commission is not agile and is governmental, furthermore we do not see the urgency requirements of the rule because Covisoc does not follow the four-year Olympic period and registrations for the next championships have already been made. It is a rule that violates the principles of the autonomy of the sport and the market economy”, Gravina then recalled. “There is a gap in the decree,” she continued Covisoc has two tasks: the first is to check that the professional clubs have the right economic-financial requirements for the registration of the championships. While the second, of which we found no trace in the legislative decree, is the continuous control during the payment season of emoluments and contributions. Our checks, however, are bimonthly. This is a fundamental control and for this reason 494 penalty points were awarded to the companies. Our rules are more stringent than those of the sports decree”. Gravina then reiterated how Covisoc worked brilliantly in its period of life and recalled how it was born in 1987. “Since that day – added the FIGC’s no.1 – there were 193 exclusions, only two cases were accepted by the Tar and by the Council of State”. Finally, speaking of costs, he concluded: “Covisoc costs the FIGC 400 thousand euros in total, compared to 3.5 million euros for the Commission, of which 1.9 million goes to the FIGC and 1.6 million to the clubs”. To those who are speaking instead of the indebtedness of various football clubs, he specified that debt is “an institution foreseen in the market economy”, therefore “I believe that the indebtedness of some companies is also partly due to the application and compliance with principles of law”.

“It’s absurd not to allow Malagò a fourth term”

“The limit on mandates is a strategic mistake” added Gravina. “in our country where democracy is practiced, chewed and cultivated, the subjects must decide. So let’s create the conditions so that there can be the correct applications of some principles. Just as it would be absurd to think of not granting a fourth mandate to a president of the Coni which today has given a turning point to Italian sport. We are all happy and happy to see the blue triumph like never before. Eliminating the process of positive evolution at this time would only cause damage to the world of sport.”

“Objective and incisive sporting justice on Juventus”

Gravina also commented on the capital gains affair which led to heavy sanctions against Juventus: “Juventus was convicted for one case and agreed to a plea agreement for another, as also foreseen by ordinary justice. The plea bargaining is also provided for in the code of sports justice. For the first case she was sentenced to 15 penalty points, then the Guarantee Board requested a review. It is a normal fact that sports justice had a more incisive effect of the ordinary one is demonstrated by the fact that there are investigations still being carried out by the ordinary judiciary, while sports justice has already completed its process. We are incisive, rapid and I believe objective in the application of our rules”, he concludes Gravina.
