Mr. Zeng said that the illegal building has serious safety hazards and hopes that the media will pay attention to this matter. The reporter contacted the Gulou District Urban Management Bureau, and the staff said that they are going through the law enforcement procedures to ask the merchants to move out, and will demolish them in accordance with the law later.

On the afternoon of June 25, the reporter came to the 4th floor of Xuzhou Gemdale Center Mall and entered the top floor of the mall through the internal elevator of the mall. The reporter saw that the top floor was vast, with a large steel structure covering the top of the head, about 10 meters above the ground, forming a huge factory-like structural space. The venue was divided into several areas, including a basketball court, a badminton court, a karting field and an indoor escape hall. The badminton court and basketball court were still open for business that day, and many young people were playing in the venue.
The reporter noticed that the outer covering of the house had been removed, leaving only the frame. The transparent plastic enclosure was thrown aside after being removed. Mr. Zeng told the reporter that the illegal construction identification letter issued by the government pointed out that Gemdale Commercial City had arbitrarily enclosed the photovoltaic power generation facilities to form a steel structure house, which was an illegal construction behavior and ordered it to be demolished and restored to the original planning and design. However, in the later demolition work, the law enforcement department only demolished the enclosure part, and the main steel structure was not demolished. These plastic enclosures were added by the mall itself later, and were only demolished after being reported some time ago.
Mr. Zeng believes that since the mall is only planned to have 4 floors, all buildings above 4 floors are illegal and should be demolished. No matter how many times the fences are removed, it is still a temporary solution. As long as the building structure still exists, it will not affect the business operation of the mall. This behavior is obviously taking advantage of loopholes and playing a “borderline ball”.
The reporter looked through the information provided by Mr. Zeng and found that since June 2016, the relevant local departments had issued multiple letters of identification and demolition opinions on the illegal construction of Jindi Commercial City, and many media outlets had reported on the matter.
On June 27, 2016, the Xuzhou Municipal Planning Bureau determined that Jindi Shangdu, which had been approved to build rooftop photovoltaic power generation facilities and sky gardens, had arbitrarily enclosed the photovoltaic power generation facilities to form a steel structure after the construction was completed, changing the planned use and renting out the building for profit. The building area was 6,000 square meters, which was an illegal construction behavior. The Bureau ordered Jindi Shangdu Group to demolish the illegal construction and restore the original planning and design plan.
On July 2, 2020, the Xuzhou Natural Planning Bureau determined that a steel structure house was built without authorization under the supporting structure of the photovoltaic power generation facilities on the roof of the Golden Land Commercial Building, with a construction area of about 8,500 square meters. Without the permission of the natural resources and planning authorities, not only did they fail to demolish the original 6,000 square meters of illegal construction, but they continued to build a 2,500 square meter steel structure;
On August 21, 2020, the Urban Management Bureau of Gulou District issued a “Decision on Demolition within a Time Limit” to Gemdale Commercial City Group Co., Ltd. On September 7, Gemdale Commercial City initiated the demolition procedure.
From the above timeline, it is not difficult to see that the local government department has made clear identification of the illegal building many times and required the local and urban management departments to perform the demolition procedures. However, to this day, the illegal building has not been completely demolished and is still operating normally. This situation is puzzling. What is the reason why the illegal building has not been demolished for a long time and can continue to operate without interference under the public’s nose?
The reporter called Huanglou Street in Gulou District, where Jindi Shangdu is located, several times, but no one answered the phone. The reporter then contacted the Gulou District Urban Management Bureau, and the staff said that he was not sure why the steel structure was not demolished. At present, the merchants are being asked to move out of the illegal steel structure according to law enforcement procedures, and it will be demolished in accordance with the law later.
