In total, the IOC has so far allowed 22 Russian and 17 Belarusian athletes to compete in the Paris Games. Officials announced the names from wrestling, weightlifting, cycling and trampoline on June 15, and added representatives from tennis, shooting and rowing today.

Five Belarusians and two Russians have already officially rejected the offered participation in the Olympic Games. One of them was the Russian cyclist Alexandr Vlasov, a member of the elite Bora-hansgrohe team.

Due to Russia’s February 2022 invasion of Ukraine with the support of Belarus, the official delegations of these countries and teams in collective sports are not allowed to participate in the Paris Games. Individual athletes from Russia and Belarus can compete as neutrals under the conditions of the IOC: they must not be associated with the military and security forces, support Russian aggression against Ukraine, and must meet the conditions of the World Anti-Doping Agency (WADA). Their eligibility is assessed by a three-member commission.

The IOC has previously banned athletes from both countries from participating in the start of the expeditions at the opening ceremony of the Games, which will take place on boats on the Seine River. Athletes will be listed in the results with the abbreviation AIN denoting individual neutral athletes and their medals, if any, will not count towards the country ranking. They will not be allowed to wear national symbols or colors on their clothing, and they will not be allowed to play the national anthem when they win.

In the past, the International Olympic Committee has stated that it expects approximately 36 Russian and 22 Belarusian athletes to compete in Paris. The Olympic Games will begin in the French capital on July 26.
