Uncovering Suspicious TV Channels: Inside the Hotel Raid in Riga

The first object in the raid is a hotel in the center of Riga. The employees are surprised. The policeman asks if he can look at one of the rooms and turn on the TV in it, but the employee does not agree.

“I don’t know where that signal is coming from, but these programs are not known to me,” the employee said.

The police demand to call the person responsible and present the contracts with the TV service providers. There are no people responsible on the spot, neither are there any contracts.

“Maybe you have to wait half an hour, an hour, he is in two houses. All this may take time,” added the hotel employee.

The representatives of the hotel arrived and demanded that the filming be stopped.

The raid on the hotel is over, an interesting situation – although there were some suspicious TV channels that are not in the usual packages, the hotel staff said that they would submit the documents in a couple of hours, then the police would come again and see if everything was alright.

The raid continued in Old Riga. The first stop is Kalľku iela. The police have come to check cafes that have TVs, and currently the European football championship is on. Everything is fine in the cafes of Old Riga, the police do not find any violations.

Last year, the police conducted 1,058 checks of the legality of audiovisual content. In 28 cases, cases of administrative violations were initiated and 13 criminal proceedings were initiated, while five criminal proceedings were transferred to criminal prosecution.

“One of the breaches was in a hotel where a program was found to be installed on the television giving access to over 100 different programmes, it may not have been the hotel’s initiative but a customer initiative, this is being investigated by the police. The second case is that the Russian programs banned in Latvia were available in all rooms of the hotel. It is important to identify service providers who are at risk of criminal liability, if caught, we limit access to private individuals,” says NEPLP member Ieva Kalderauska.

In the first three months of this year, 294 checks of the legality of audiovisual content have already been carried out, starting 16 administrative violation cases and four criminal proceedings. Two cases have been referred for criminal prosecution.
