According to SNY, the principle remains the same: prohibiting players and coaches from using their phones from kickoff until the end of the match.
In this circular, the NBA will remind players and coaches that they are prohibited from using their phones to post on social media or sharing video footage (or other information) with a game official, reporter or an executive sitting pitchside from 45 minutes before kick-off until the end of obligations with the post-match press.

The rule revision is primarily intended to allow players and coaches to remain focused on team matters during matches.
It also aims to strengthen the integrity of the game with regard to betting, and the NBA is responding to the Jontay Porter affair, which leaked confidential information to bettors.
As part of this policy, teams will designate a “communications manager” for players and coaches during each game period. The designated person will respond to calls or messages sent to players during matches in the event of an emergency.
