There will be a total of 51 participating schools (see “List of Participating Schools in the 104th National High School Rugby Football Tournament” below), and the tournament will be held in a tournament format.

6. About the tournament outline

■Dates: December 27, 28, and 30, Reiwa 6, January 1, 3, 5, and 7, Reiwa 7 (7 days)

■Location: Higashiosaka City Hanazono Rugby Stadium, Higashiosaka City Multipurpose Ball Game Plaza

■Competition rules:

(1) Based on the competition rules established by the Japan Rugby Football Union in 2020.

(2) The game time shall be 30 minute halves, and half time shall be within 5 minutes.

(3) If a winner cannot be determined during the game time, the game will be declared a draw, and the teams participating in the next game will be determined in the following order.

(Penalty tries count as tries, but do not count as goals.)

  • ① Team with the most tries.
  • ② If the number of tries is also the same, the team with more penalty tries.
  • ③ If the number of penalty tries is also the same, the team with the most goals.
  • ④ If the above cannot be decided, the decision will be made by lottery.

(4) Sin bins are for 7 minutes.

(5) Players participating in the match must comply with the “Player Dress Code” set by the National High School Athletic Federation Rugby Football Division.

■Competition methods:

(1) The winning team will be determined by the tournament winning method.

(2) Match combinations will be decided by lottery among the representative players of each participating team.

(3) If a winner cannot be determined in the championship match, both teams will be declared winners.

■Qualifications of participating teams and players:

(1) Participating teams must belong to high schools as stipulated in Article 1 of the School Education Act, and be members of the high school athletics federation and rugby football association of the prefecture.

(2) Mixing of students from full-time, part-time, and correspondence courses is not permitted in team composition.

(3) The qualifications of participating athletes are those deemed appropriate by the school principal in terms of academics, physical appearance, character, etc., and must meet the following criteria.

a. Persons who are individually registered with the Japan Rugby Football Union (public interest incorporated foundation).

stomach. Age: Those born between April 2, 2005, and April 1, 2009. However, a student may only participate a maximum of three times in the same competition, and only once in the same grade.

cormorant. Participants will not be allowed to participate if they have been transferred for less than 6 months. (This also applies to foreign students.) However, in unavoidable circumstances such as family relocation, this does not apply if approval is obtained from the president of each prefectural high school athletics federation.

(4) Athletes participating in the competition must undergo a medical examination in advance and receive approval from the principal of the school they attend and the president of the Prefectural High School Athletic Federation to which they belong.

(5) Joint teams from multiple schools will be allowed to participate in the competition only in the following cases.

a. For details on joint teams due to a lack of members (if participation is approved from the preliminaries by the president of the Prefectural High School Athletic Federation), please refer to the “Regulations for Participation in Multiple School Joint Teams Due to a Shortage of Members” stipulated by the National High School Athletic Federation (public interest incorporated foundation). According to the “Guidelines for Multi-School Joint Team Participation Due to a Shortage of Club Members for Each Sport” established by the Rugby Football Specialist Department of the National High School Athletic Federation.

(6) Regarding the participation of international students

a. Limited to international students aiming to graduate.

(7) Persons who violate the Japan Rugby Football Union’s “Japan Rugby Player and Official Regulations” will not be allowed to participate.

(8) If there is any doubt regarding eligibility for participation, the executive committee will make a decision.

(9) Special provisions for participation qualifications

a. Students who are not part of the teams specified in (1) above, who meet the tournament qualifications (2) to (7), and who are recommended by the Prefectural High School Athletic Federation will be allowed to participate in the tournament in accordance with the rules specified separately.
