The disciplinary regulations for civil servants were applied to the executives and employees of the Football Association, which can be viewed as a public organization, and three measures, including suspension of qualifications, dismissal, and expulsion, were presented as examples of severe disciplinary action. The Football Association’s Fair Committee is to select an appropriate measure and discipline it.

The Ministry of Culture, Sports and Tourism believes that Chairman Chung should be held responsible for the unfair selection of coaches, inappropriate pardons for disciplined soccer players, and false applications for subsidies for the construction of the Cheonan Soccer Center.

The Ministry of Culture, Sports and Tourism decided to give the association one month to carry out such disciplinary action.

However, it did not mention any specific method of forcibly guiding the association if it does not comply.

The Badminton Association’s total annual income is about 17.7 billion won, so about half of it relies on subsidies. If such a large portion of support disappears all at once, we may fall into financial difficulties.

This is why the ‘warning’ from the Ministry of Culture, Sports and Tourism is so serious.

On the other hand, the Football Association has an overwhelmingly higher degree of financial independence than the Badminton Association.

According to data distributed by the Football Association at the end of last year, this year’s budget exceeds 180 billion won. Among these, the government subsidy, called the National Sports Promotion Fund, is about 10 billion won.

The Sports Toto subsidy created by the Korea Sports Promotion Foundation and distributed to each organization is approximately 22 billion won, but it is difficult to view this as a government subsidy in the strict sense.

From the Ministry of Culture, Sports and Tourism’s point of view, finding a way for the Football Association to accept it without any fuss is bound to be a more difficult task than the case of the Badminton Association.

Given this perspective, the Ministry of Culture, Sports and Tourism is taking a more coercive measure against the Football Association.

Since the Football Association has been designated as a public service-related organization starting this year and has become subject to a ‘specific audit’, it is necessary to implement various disciplinary and corrective measures and notify the Ministry of Culture, Sports and Tourism of the results.
