Senate approves law that regulates hiring of Summer baseball prospects in the DR – telemicro news

Santo Domingo. – He Senate of the Republic declared urgency and approved in two consecutive readings, the bill that regulates the hiring of baseball prospects assigned to the Summer League of the Dominican Republic.

The senator who chairs the Sports Commission of the SenateGustavo Lara Salazar, presented a favorable report to the Plenary Session, and requested that the piece be included in the day’s agenda approved with a unanimous vote with 20 senators present in the session.

The regulations, sent by the Executive Branch, establish the legal nature of the contractual relationship between the Major League Baseball teams of the United States (MLB), with prospects who are hired to enter the Dominican Summer League for their training, training and participation in inter-academy baseball tournaments that take place in the Dominican Republic.

The sanctioned piece was approved unanimously, with a vote of 20 of the senators present in the session, the initiative also regulates the hiring of baseball prospects who are assigned to the Summer League of the Dominican Republic within the Major League Baseball System (MLB).

The Plenary also declared urgency and approved in two readings the bill that modifies Law 118-21, on the completion of road works, schools and hospitals that are suspended, so that the Minister of Public Works and Communications is in charge of update the general prices of said works so that they are completed. This legislative initiative was presented by senators Rogelio Genao, Ricardo de los Santos, Moisés Ayala, Johnson Encarnación, Secundino Velázquez, Gustavo Lara, Dagoberto Rodríguez, Guillermo Lama and María Mercedes Ortiz.

Second reading

The Senate Plenary approved in second reading the Bill that modifies articles 36, 64 and 81; and adds articles 66.1 and 66.2 to law 176-07, of the National District and Municipalities, relating to the succession of mayors, vice mayors, councilors and municipal directors.

The regulations, presented by the senator of the Hermanas Mirabal province, Mercedes Ortiz, propose to regulate the substitution of mayors, vice mayors, councilors and directors of the municipal district boards of the Dominican Republic, through articles 36, 64 and 81, which They have to do with the way in which the mayor, vice mayor and councilors are chosen. Article 3, which modifies article 36 on the alderman, indicates that, if there is no substitute to replace him, the party that nominated him will present a shortlist to the Council of Aldermen within 30 days.

It must be chosen from the candidates for councilor where the vacancy occurred. If within that period the shortlist is not submitted, the Council of Aldermen will choose the substitute from a shortlist proposed by the mayor.

Article 4, which modifies article 64 on the replacement of the mayor, states that, if the mayor’s vacancy occurs due to his loss, the vice mayor will be replaced.

But, in the event that the vice mayor is unable to perform the function, the general secretary of the mayor’s office will provisionally take over. If this does not exist, the president of the Council of Aldermen will ask the party to submit a proposal within 30 days.

Once the proposal is received, the president of the Council will call a session within 30 days to choose the mayor’s replacement.

In second reading, the Law that Declares Casabe as Intangible Cultural Heritage of the Dominican Nation, presented by Senator Antonio Marte, was also approved.

The purpose of this initiative is to promote and encourage casabe as a gastronomic symbol, as well as encourage its preservation, declaring it as “Intangible Cultural Heritage of the Nation.”

Casabe, due to its characteristics, is part of Dominican gastronomy and is recognized as a brand of the Santiago Rodríguez province and promoted as a local tourist attraction of social importance, with economic impact, which, at the same time, promotes local identity.

On first reading

In first reading, the senators approved the Bill that Declares the Procession of the Divina Pastora as Intangible Cultural Heritage of the Dominican Nation; and the Divina Pastora church as Monumental Heritage, initiatives presented by the senator for the province of El Seibo, Santiago Zorrilla.

In addition, the project that declares the Hermanas Mirabal province as a Tourist Hub, presented by Senator María Mercedes Ortiz, was known in first reading.

Resolutions:

In the legislative work, the resolution was approved in a single reading that requests President Luis Abinader, to instruct the director general of the National Police, Major General Ramón Antonio Guzmán Peralta, and the minister of defense, Lieutenant General Carlos Antonio Fernández Onofre, to promote the implementation in activity of all police and military personnel who are without duties, an initiative presented by Senator Antonio Marte.

Also, the resolution was approved that recognizes Mary Pérez de Marranzini, for her social work and vocation of service in favor of society, and whose proponent is Senator Alexis Victoria Yeb.

Likewise, the resolution that establishes the formation of the Parliamentary Friendship Group between the Senate of the Dominican Republic and the Congress of Deputies of the Kingdom of Spain was approved. The proponents of this initiative are senators Eduard Alexis Espiritusanto Castillo, Omar Leonel Fernández, Félix Bautista, Aneudy Ortiz, Gustavo Lara, Manuel María Rodríguez, Julito Fulcar, Rafael Barón Duluc, Andrés Guillermo Lama, and María Mercedes Ortiz.

The senators also sanctioned the resolution that recognizes José Mármol for his philosophical and literary career and his contributions to Dominican literature and poetry, a proposal by Senator Carlos Manuel Gómez Ureña.

Likewise, the resolution was known that requests President Luis Abinader to instruct the Minister of Public Works and Communications, Deligne Ascensión, on the corresponding studies for the reconstruction of the Antonio Duvergé highway, which connects the province of San José de Ocoa, with the municipality of Constanza in the province of La Vega, proposal by Senator Milcíades Aneudy Ortiz.

In the session, the resolutions requesting the president, Luis Abinader, to order the carrying out of the corresponding studies in order to promote the construction of a Fishing Dock in the community of Los Cacaos, in the province of Samaná, by Senator Pedro were known. In addition, the ratification of the diplomatic appointment of Alejandro Arias Zarzuela, as ambassador, extraordinary and plenipotentiary, concurrent, of the Dominican Republic in the Republic of Armenia, based in the Russian Federation, among other legislative initiatives.

The Senate Plenary paid a minute of silence in memory of the former player and baseball legend, Ricardo Carty, who died at the age of 85.
