It was a publication on a Facebook group of residents of the Elbeuf metropolitan area that launched the controversyon the evening of Wednesday November 20, 2024.
The cirque which took up residence near the Bourvil space, in Caudebec-lès-Elbeuf (Seine-Maritime), has animalsaccording to the testimonies of several Internet users.
Problem: the town has banned them for years and the manager of the structure assured the mayor that he would not have animals in his show, in order to be able to set up.
“He swore to me twice that he didn’t have any animals”
“Now, I’m really angry,” confides Laurent Bonnaterre, who is managing the problem remotely on the evening of Wednesday, November 20, while he is attending the Congress of Mayors in Paris. I immediately asked two of my deputies to go there! »
On the town hall side, another source indicates that elected officials will go there the next day, Thursday November 21, 2024, with the police.
If the elected official is so angry, it is because he himself had the opportunity to discuss with the person in charge of the circus.
I spoke to him in person, meeting him by chance in front of the town hall, and he swore to me twice that he had no animals. Then, I didn’t dig any further and let the services process the request. He lied to me.
Subsequently, these municipal services verified and certified that the applicant had assured that he did not have any animals. However, a dromedary was clearly seen, on the lawn, for a good part of the day.
Because if Caudebec has refused for years the installation of circuses with animalsHowever, there is no text, decree or deliberation of the municipal council which prohibits them.
“It is our choice not to welcome them, in relation to our values and the request from our residents. It is up to us to grant them or not the right to settle in the territory of the municipality, continues the elected official. We welcome lots of circuses without difficulty, the Caudebécais are fond of fairground leisure activities. »
Broken trust
In this case, trust is broken. But what means does the town hall have to enforce its decision?
“Clearly, we are going to ask to leave the community! If he had said from the start that he had animals, we would not have let him settle in,” concludes Laurent Bonnaterre.
