The municipal council of the City of Sainte-Julie presented its three-year capital expenditure program 2025-2026-2027 on December 10 and it reports projects totaling $17,849,524 for the year 2025.
The Municipality will pay 79.5% of these investments in 2025, because third-party grants and contributions will absorb 20.5% of the bill. To pay for these projects, the City will use $1,409,124 from its working capital and draw $2,000,000 from its paving reserve, $225,000 from its parks and playgrounds fund, as well as $130,000 from quarry and sand pit funds. For the balance, i.e. $10,432,067, Sainte-Julie will go to settle the loan.
The mayor, Mario Lemay, explained that an amount of $2,580,400 will be invested in parks in 2025, that is to say for the redevelopment of Arthur-Gauthier Park; the development of the food forest and the Étangs-Antoine-Charlebois park; the regreening of the former skate park at Jules-Choquet Park; the reconstruction of the ball stop and addition of a net to the baseball field at Edmour-J.-Harvey Park.
Approximately a third of the investments, or $5,642,000, will be devoted to engineering work. In this regard, next year it is planned to carry out the construction of intersections and raised crossings at the intersection of rue du Moulin and avenue de l’Abbé-Théoret; the repair of the road network; leveling and preventive paving on Principale Street; the rehabilitation of the sanitary sewer network and the reconstruction of curbs and sagging roads on the territory.
More than 41% of this envelope for 2025 will be devoted to buildings, or $7,408,500. It is planned to redevelop and rebuild the chalet at Edmour-J.-Harvey Park; to electrify the fleet and install a new electrical entrance; to bring municipal buildings up to standard; to redevelop the municipal workshop courtyard.
Finally, $2,218,624 will go for vehicles and equipment, notably for the purchase of specialized vehicles and the addition of an electronic display panel.
