As we have just entered 2022, Porte Océane du Limousin unveils its main lines: “Reinforce the attractiveness of our territory, support the municipalities in sustainable and united development and facilitate access to services for residents”. Spotlight on some of POL’s major projects for 2022.
An operational leisure base for the summer
Among the hot issues of the community of municipalities, the hoped-for inauguration in June of the multi-activity leisure center of Saint-Victurnien. The 1.4 million euro project, whose work was launched in November 2020, will offer visitors and tourists a wide range of activities – canoeing, climbing, archery, fishing.
The building itself, which will include storage spaces, changing rooms and a vehicle garage, must be finalized by March, as well as the development of the surroundings.
A cyclo-cross track should then emerge from the ground by this summer.
Another attraction for the POL, the modernization and rehabilitation of the Maison de la Réserve in Rochechouart. It will be a question of renewing the museographic part as well as rethinking the reception part of the establishment, all for a total amount of €155,000 excluding tax, and a balance payable of €30,000 for the intercommunality.
At the same time, the management plan for the nature reserve should be validated in the spring for the next 10 years.
On the road side, the POL will launch the second phase of work in the Martines activity zone. Despite the controversy, the 250 meter long lane, the cycle path and the autonomous public lighting will indeed be completed in the coming months. The €400,000 project will link the La Vergne business park to the Martines business park.
The attractiveness of the territory in question
Major action for 2022, the revitalization and revitalization of city centers with the arrival of the city center manager for the municipalities of Saint-Junien and Rochechouart as part of “Small towns of tomorrow”. Its missions will be to inform and direct traders towards their various partners, to animate and energize local trade, and to promote the attractiveness of city centres. At the same time, a project manager will bring her expertise from a more global point of view on the territory’s economy.
At the end of January, the POL will welcome a digital adviser present in the France Service houses as well as the town halls to support users in their procedures and the use of the computer tool.
The island of Chaillac will be the scene of the sustainable development ambitions desired by the POL at the start of its mandate, with the creation of the municipal vegetable garden of Saint-Junien and a future call for market gardening installation projects. The idea is ultimately to make it an intermunicipal vegetable garden.
Finally, the POL will work to label La Mégisserie, today a scene of national interest, on the national scene, which would be a first in Haute-Vienne. The objective would be to diversify productions and become a showcase for the territory’s cultural and artistic work.
Interview with Pierre Allard, President of Porte Océane du Limousin
The big actions of this year?
“They will relate in particular to the revitalization of the territory with the hiring of the city center manager to revitalize the commercial part of the city centers of Saint-Junien and Rochechouart and a project manager for the operational part. This will be the major axis of 2022. Finding this economic balance for our businesses. »
Installation projects?
“In the Les Petites granges business park in Saint-Victurnien, all the lots have been awarded, which will make the area more attractive. ,In Saint-Junien, discussions are continuing on the Boisse area around a one-hectare plot of land, some lots of which remain to be allocated. »
Other projects?
“A travel area will be built in Rochechouart. Despite the outcry, there must be a homogeneous geographical distribution on our territory for travellers. There are other areas on the POL, in particular in Javerdat, Saint-Victurnien or Saint-Junien and it is important that that of Rochechouart be done. The place has not yet been decided, but it could be done in 2022 without problem. »
A word on household waste?
“From July 1, 2022, waste collection will take place once a week instead of twice. It’s something complex because we will have to pick up a certain tonnage at once but we found that we were picking up bags that were not very full. Financially, we are not gaining because the cost of treating household waste increases so even with less collection, the cost of treatment will have repercussions.
On the incentive tax?
We are thinking about it. This represents a cost of 400,000 € for its implementation in each household of the territory so we have to find a way to finance this sum but we are working on it. »
