The change was originally intended to give clubs the option to rotate their squads better. Maintained in most international competitions, this rule will be discussed at the annual general meeting of the IFAB on March 3. The institution had already recommended that most football competitions establish this rule in their regulations. At the Euro last summer, during the last two editions of the Champions League, or more recently at CAN 2022, the coaches had the possibility of making five changes. However, only 3 “sessions” of changes were allowed.

More refractory, the English Premier League had refused to keep this rule, leaving three changes to the clubs during the 2020-2021 season, to the chagrin of several coaches like Jürgen Klopp, the Liverpool manager. In addition to this change rule, the IFAB meeting is also expected to discuss changes to the offside rule. An improvement project is under discussion, to allow “semi-autonomous” technology to detect offsides in matches.
