UPZ is 7 cities and towns of Onagawa, Ishinomaki, Higashimatsushima, Tome, Wakuya, Misato, and Minamisanriku. Although he had instructed to evacuate indoors, he was trained to evacuate outside the 30km area on the assumption that the air radiation dose rate would rise above the standard.

Three cities and towns in the Ishinomaki region and Tome city practiced moving to evacuation shelters. Residents’ staff depart from each meeting place by bus or public car. At the evacuation exit inspection site set up in the area outside the 30km area, the adhesion of radioactive substances to vehicles and clothes was inspected.

At the evacuation center, we confirmed measures to prevent infection with the new coronavirus and cooperation with the host municipality. We also confirmed the distribution of stable iodine tablets and the operation of traffic lights to allow evacuation vehicles to pass smoothly.

After the training, Mr. Sei Matsushita, Deputy Director General of the Cabinet Office, who served as the secretary general of the local countermeasures headquarters, supervised the training. In the evacuation drill from UPZ in Ishinomaki City, Governor Yoshihiro Murai, Mayor Masami Saito, and a total of about 40 residents’ staff members headed for the evacuation center in Osaki City with three buses and 33 passenger cars during the trip.

Prefectural officials measured the radiation dose of the vehicle at the evacuation exit inspection site set up at Wakuya Stadium in Wakuya Town. Evacuees with possible internal exposure were transported by ambulance to the National Hospital Organization Sendai Medical Center in Sendai City.
