The moment occurred when local Persebaya Surabaya bomber Samsul Arif was brought down by Madura United defender Fachruddin Aryanto in the Sape Kerap penalty box in the 70th minute.

The referee who was close to the incident did not give a violation and chose to continue the match.
The referee’s decision immediately received protests from Persebaya Surabaya players.
However, the referee remained in his position and did not award a penalty to Persebaya Surabaya.
