14,000 spectators expected
This explicitly includes public sporting events: As stipulated in paragraph 9 of the SFG, they may only be held again on All Souls’ Day from 11 a.m. onwards.
However, this does not seem to apply to the second round of the DFB Cup in Saarbrücken – on November 1st, at least 14,000 spectators are expected in Ludwigspark to watch the game between 1. FC Saarbrücken and FC Bayern live in the stadium.
Exemption for DFB Cup game
This is made possible by an exemption, explains Thomas Blug, spokesman for the city of Saarbrücken, to the SR. An exemption can be granted according to Section 12 SFG if there is a so-called “need”. According to Blug, this is justified in the current case by the fact that
that it is a national sporting event of high importance, the timing of which – due, among other things, to the Bundesliga, the 3rd league and the other fixtures in the DFB Cup – is not influenced by either the game-hosting clubs FC Bayern Munich and 1. FC Saarbrücken or the Saarland Football Association e. V. had influence and therefore could not make any effort to take the holiday regulations into account.
In other words: When the German Football Association (DFB) set the date, the schedule of the participating teams was more important than the fact that it would take place on November 1st, although not in all federal states, but in Saarland and, for example, in Rhineland -Palatinate is a quiet holiday.
This is how the appointment works
The DFB itself explains which criteria still play a role on its website. Accordingly, the security requirements of the Central Information Center for Sports Operations (ZIS), which coordinates police operations at football games nationwide, and of the local authorities when scheduling the cup games at the exact time are “binding”.
Participating clubs, on the other hand, can only specify desired dates – just like the TV stations broadcasting for the respective live games. Finally, the DFB coordinates with the German Football League (DFL) and then examines “how the DFB Cup matches can be integrated into the Bundesliga and European Cup schedule without disrupting the planned distribution of games in the licensed leagues.”
Scheduling of further match days in the 3rd league
The DFB Cup also had to be taken into account when scheduling matchdays 13 to 17 in the 3rd league. The DFB announced the dates on Tuesday.
Before the cup game against FC Bayern, 1. FC Saarbrücken has to play at home against promotion favorites and table leaders Dynamo Dresden on October 29th, and three days after the Bayern game there will be an encounter against second division relegated Sandhausen on November 4th.
