Assessing the Financial Viability of PalaLeonessa: A Costly Commitment to Local Sports

Sports and public accounts

The basketball stadium costs the Municipality 220 thousand euros per year and generates revenues between fees and sponsorships for 160 thousand: a loss-making management, but why?

Il PalaLeonessa costs the Municipality 220 thousand euros per yearoe generates revenues between fees and sponsorships for 160 thousand. It is a loss-making managementthe numbers say so. But as Loggia claims, it is not a senseless loss, given that it is contained and that it is acceptable because the exchange is a successful sporting and competitive reality such as Pallacanestro Brescia, branded Germani.

But is the management of PalaLeonessa what one would expect according to the criteria of a good family man? And is the San Filippo company a good family man? This is the doubt that inspired the Rolfi list query to the Board in the City Council of July 26.

The question in the Council

On that occasion, Councillor Cantoni chose to frame the theme of the PalaLeonessa within the broader theme of the municipal response to the demand for city sports. Limiting itself, in terms of figures, to confirming the “red” of the management, justified precisely by the inclusion in that “welfare” perspective.

The absence of more detailed answers in that Council does not mean, however, that there are none. Among these, that “there is no need for a public tender to entrust the management of the sports hall”. A competition that instead, according to the questioning of the centre-right list, would have been necessary.

Using the system

A Brescia today the Lodge replies that no, it was not necessary, «because the management was given to San Filippo which is an in-house company». At Pallacanestro Brescia, it was not the management but the use that was given. And to put the facility into use, San Filippo was not required to undergo comparative procedures. In essence, it was free to opt for Pallacanestro Brescia, considering all the aspects in its favor: it is the only company that plays high-level basketball for which the renovation of the facility was designed.

Not free to apply any tariff, these are established by the Municipality. And they are established with the meritorious criterion of facilitating access to sport, a more questionable criterion if we are talking about companies that play professional sport.

The canons

The fee that is paid by the Brescia Basketball is 55 thousand euros for sports facilities and 12 for offices per year. Amounts that for the centre-right are gifts, for the Lodge policies in favour of sport. For the Multipurpose hall on Via Nullo is paid a fee of 35 thousand euros per year; 40 thousand for the Invernici rugby stadium.

With Olimpia – from journalistic sources – a few years ago the Municipality of Milan was negotiating the 400 thousand euro annual rent of the Palalido. The economic management of San Filippo spa is under the spotlight and could change something with the new industrial plan.
