Commission XIII DPR RI approved granting Indonesian citizen status to three footballers of Indonesian descent. They are Kevin Dicks, Noa Johanna Christina Cornelia Leatomu dan Estella Raquel Loupattij.
This decision was taken at the Commission XIII meeting, Nusantara II Building, Senayan, Central Jakarta, Monday (4/11/2024). The meeting was attended directly by the Minister of Youth and Sports (Menpora) Dito Ariotedjo, and the Secretary General of PSSI Yunus Nusi.
Initially, Menpora Dito submitted three names to be considered for granting Indonesian citizenship status. Dito said the consideration for giving a recommendation for naturalization was because the three athletes were needed to strengthen the national team in the international arena.

“The three football athletes in question are Dutch citizens who wish to become Indonesian citizens because they are needed to strengthen the Indonesian National Football Team. Empowerment of Kevin Diks in the short term under 5 years is needed for the FIFA World Cup 2026 Asian Qualifiers Round 3 in 2024 and 2025 “, ASEAN Mitsubishi Electric Cup 2024, AFC Asian Cup Saudi Arabia 2027 as well as for the target of ranking in the top 100 of FIFA (top 10 of Asia) – FIFA Matchday,” said Dito in the meeting as reported by Detik news.
“Meanwhile, empowering Noa Johanna Christina Cornelia Leatomu and Estella Raquel Loupattij in the short term under 5 years is needed to strengthen the 2024 AFF Women’s Cup matches which will be held in November and December. Strengthening the AFC U20 Asian Cup 2026 Qualifiers Round 1 and Round 2 matches in in 2025, and FIFA Women’s Match Day in 2025. Increasing the number of wins in Asian tournaments and being ranked in the top 5 in Asia. Qualifying for the 2026 AFC Women’s Asian Cup and the long term (over 5 years) is to win the championship every time in a tournament in Asia. “Improving the FIFA ranking to 40th position. In 10 years, we will pass the Asian qualifying rounds and participate in the Olympics and World Cup,” he continued.
Chairman of Commission XIII DPR Willy Aditya responded by asking about the agreement on the proposal to grant citizenship status to three footballers of Indonesian descent. Members of Commission XIII voted with one vote to give approval.
“I would like to ask, whether Commission Willy asked.
“Agreed,” answered the meeting participants.
Dick projected to increase strength in Indonesian National Team. Meanwhile, Noa and Estelle will be the new ammunition in the women’s national team.
