Representatives of the member communities of the Household Waste Management Union of North East Eure (Sygom) were gathered on Monday October 14, 2024 at the headquarters of the union based in Andelys.
After several technical deliberations aimed at maintaining, on the one hand, the tax for the collection of household waste and, on the other hand, the two collection zones for this waste, the members of Sygom got down to business by discussing the deployment of composters.

The operation will start in 2025 and continue over the following four years.
“The tender commission has opened the bids. We only received one response,” the president began Thibaut Beauty when putting to the vote the signature of the contract for the supply of composters for a sum of €480,933 excluding tax.
” For what ? Well today, all communities must set up bio-waste collection and place calls for tenders of this type. Demand is therefore greater than supply as a result,” he explained.
A contribution requested from residents
The Sulo company is therefore the only one to have responded to the Sygom for this contract concluded for one year and three times renewable.
“He’s the one who provided us with the bins. He would provide us with individual composters, bio-buckets and spare parts and other accessories. It must also provide us with educational composters. »
“It’s a purchase order market. Which means that we do not yet know how many people will request it. According to our studies, we consider that 50% of people already compost individually. At a future council meeting, we will define the terms of distribution of these composters,” added Thibaut Beauté.
Sygom, which will pay €68 excluding tax for these composters, is considering a small contribution from people who order compost bins. “We can ask for a contribution of €10 or €20,” he estimates.
Distribution of composters will start in January
The market also provides for support work in distribution which will be progressive.
“It will be done in the field, by appointment. Our teams will give people the composting guide and we will brief them a little so that it is effective. This support, co-financed by Ademe, is planned as part of the market,” explained the president of Sygom.
At the end of his presentation, Nathalie Caillaudmayor of Château-sur-Epteasked Thibaut Beauté about the temporality of this distribution.
“We will start in 2025 and this will be done within four years. An explanation will be sent to all the mayors concerned because we need them to pass on the message and see how it will happen,” he replied.
Less waste in the bin, fewer collections
From this point follows directly another decision which will have an impact on the daily lives of residents: reducing the frequency of household waste collection. Thibaut Beauté explained the principle:
“Sepur suggested that we review the contract. We are going to simplify collection rounds. We propose that household waste and recyclable household packaging be collected in all municipalities on the same day. »
From January 1, 2025, garbage will therefore be collected in the morning, and packaging in the afternoon, outside the city center of Andelys and Gisors where both collections will take place in the morning. For these two municipalities, the collection sectors will disappear.
“For the town of Andelys, which currently has four sectors, this will change: everything will be collected on the same day. It will be simpler,” he explained.
Collection days will change
A choice which involves “changing the collection day for the vast majority of municipalities”, but also “a saving estimated at €265,000 including tax per year, i.e. a 10% drop in the market value”, detailed the president of Sygom. “We negotiated a review clause after one year to leave some margin on this market which ends in 2026.”
“We are going to halve the volume of household waste due to compost. Which means that where we previously collected twice a week, we will now only collect once a week and in certain areas where we collected once a week, collection will only take place every two weeks. »
A solution which will also allow Sygom to reduce its carbon impact.
Faced with questions from certain members of Sygom, the president argued: “Currently, 40% of residents present the household waste bin every week. People have already internalized this.”
Nathalie Caillaud expressed her concern: “In the summer, it’s going to be a bit of a hassle to keep your trash cans for two weeks…”
A solution to not increase the tax
And Thibaut Beauté continues:
“The objective of this measure is to continue with a tax on household waste collection (TEOM) which does not increase while our revenues decrease due to the bio-waste which now goes to the composter. We must therefore find savings. Hence this reduction in the frequency of household waste collection. »
Arguments which did not entirely convince the mayor of Château-sur-Epte. “I hear the arguments for people who live alone, but for families with babies, keeping diapers on for 15 days in the summer… it seems complicated to me,” persisted the mayor of Château-sur-Epte.
The new collection day calendar will be distributed commune by commune in the coming weeks. And at the same time, Sygom is planning “all mailboxes” communication on this subject as for composters.
